Juliet Campbell (Labour, Broxtowe) has now moved beyond speaking about heart failure in debate and has begun using written parliamentary questions to probe specific changes to the diagnostic pathway.

On 18 September 2026, Health Minister James Frith answered two questions Campbell had tabled on 8 September 2026. Juliet asked firstly whether DHSC would pilot NT-proBNP point-of-care testing in community pharmacies for people presenting with symptoms of heart failure. Secondly she asked the Government to assess whether investing in earlier diagnosis and specialist heart-failure services could reduce NHS expenditure on emergency admissions. UK Parliament

These are exceptionally relevant to the Pumping Marvellous Foundation BEAT Pharmacy and BEAT to TREAT programmes. This indicates that Juliet Campbell is putting together: symptom-led case finding → community access → point-of-care NT-proBNP → earlier diagnosis → reduced hospitalisation and NHS cost.

The Government responded. James Frith referred Juliet Campbell back to an earlier answer on NT-proBNP point-of-care testing and to the CVD Modern Service Framework but did not commit to a pharmacy pilot. More strikingly, DHSC said it does not hold the specific estimate Campbell requested on the impact of earlier diagnosis and specialist HF services on expenditure associated with emergency admissions. UK Parliament

This indicates a strong evidence proposition showing the relationship between earlier identification, rapid NT-proBNP testing, accelerated echo/diagnosis, treatment initiation and avoided acute activity.

In the 10th of September 2026 vascular-sector debate, Campbell had already called for heart failure to become an explicit, measurable national priority within the CVD MSF, specifically highlighting NT-proBNP, rapid diagnosis, inequalities, diagnostic capacity, community services and evidence-based treatment.
